The North Country Consortia covers Jefferson, Clinton, Franklin, Essex, and St. Lawrence counties. It is comprised of representatives from Paul Smith's College, North Country College of Essex and Franklin, St. Lawrence University, Clarkson University, SUNY Plattsburgh, SUNY Potsdam, SUNY Canton, and Clinton Community College. Jefferson Community College is also a part of the Consortium. Agencies actively represented are St. Lawrence County Stop DWI, St. Joseph's Outpatient Clinic, North Star Behavioral Health Prevention Program, Seaway ValleyCouncil, Potsdam Police, and The Prevention Team.

"Our vision for the North Country is an informed and supportive community committed to academic excellence and wellness, with clear and enforced community values and collaboration through seamless environmental management."

North Country Consortium Mission Statement

"The mission of the consortia is to support efforts aimed at decreasing
high risk alcohol and drug use within high schools, colleges campuses, and communities in the North Country. The mission will be accomplished through the development of consistent and coordinated prevention and intervention strategies across campuses and communities in the North Country. These prevention and intervention strategies are based on the "best practices" available in the field today."

The Consortium meets every two months and alternates between the eastern and western part of the region. It is divided into three subcommittees: networking, data and research, and funding and resources. Each subcommittee alternates in deciding the topics for meetings. Since January 2004 the Consortia has developed a vision and mission statement, and shared disciplinary consequences and educational programs for students adjudicated for alcohol and other substances. Future plans include sharing survey and creative ways to use that data for prevention.
